Honestly, I am not sure but I would wager it has something to do with how the geodatabase is structured. I seem to recall that if a feature class is within a feature dataset in the geodatabase, then there will be issues. Could you try publishing this feature class with it not being in a feature dataset? Though.... I just opened your feature class (in an ArcGIS Online map) and I was able to edit the features from the drop list. Maybe it's just Collector that is having issues?

Could you essentially create a web map of the GIS data and deliver the link to the client? That way they can see what the symbology is supposed to mean and some other items (in the legend), and they could maybe see scale ranges and the feature class names. You could also create an application from this web map to simplify it further. But, this may not be the approach you are looking for.

If that's the case, then it sounds like something needs to be done with the coordinate system. It seems that it's not matching up with the data. I would first toy around with the different coordinate systems in order to try to get it relatively close to where it needs to be. If it is that far off then sometimes you may need to look at UTM versus lat/long type of systems or maybe zone N versus zone S type of systems (depending on how far off it is). It sounds like this will take some testing to figure out, unfortunately.

Did you allow for editing when you published this feature class? Also, did you allow for offline editing seeing as how it will be used on Collector? I don't know if this is possible, but can you share a link to the feature service itself?
