do you have a common factor to connect various points that should be included in the same polygon? If you do then you can either create Theisen polygons or use the point to line tool followed by the line to polygon. But if you do not have any data attached to your points that make them relevant to each other they you may be in for a rough time. if your only talking a thousand points or so you can just draw the polygons.

Are you actually changing the settings for the feature service once a week? or are you just updating attributes in the point feature, adding and deleting. etc. If you are just making edits you don't need to publish the service every week.

In my professional and honest opinion most of what I read here is overkill for the computers being used. If your having serious issues taking that long to open Pro you should look to your HDD and system software integrity. There are many things that can effect performance and no matter the size of you computer unit they will contribute to performance. I do generally recommend gaming computers as GIS workstations. Xeon processors are overkill and you would not even begin to touch what they are normally designed for. Below is a snapshot of my work computer. It is far from a gaming computer and does not have stats that make you grin. But I just opened Pro in 9 seconds. It works very well.

A best practice if you want to change a projection on a feature class. First it is best to not define the projection for a Feature Class, you should define a projection for a Feature Dataset. If you want to change the projection you should create a new feature dataset with the projection you want. Then import the feature class into the new dataset.

Well the black lines remind me of parcels. My initial thought was to select the large polygon, set snapping to the vertices of the black lines and then use the Cut Polygon tool and you can slice up that large polygon in a matter of 30 seconds. Or you can use the first idea and then clip it to fit the large polygon

create a 40 x 40 foot square starting in one corner. Copy and paste it and then use the move command to move it 40 feet in one direction or another. Paste again and move 80 feet.etc..
