Thanks @MattMoore.  The issue was just as you described.  We are unsure how our Enterprise instance was configured with the directory that it was using because our configuration files that we use to build the site specify a different (shorter) path.  Thanks for pointing us in the right direction, this resolved an issue that has plagued us for a few weeks.  ... One thing you could explore... your notebook process makes its edits to the 'reference' data via a replica and syncs them.  Then the editors get those updates when they sync as well.  I have tried something similar in the past (unsuccessfully, but don't let my failures discourage your effort). ... We experience sync issue with our Workforce project as well.  The cause is hard to pinpoint, but the ArcGIS Server log will give you clues.  From my experience, there is usually an issue with the replica for that field user.  A workaround would be to reload the Workforce project on the mobile device.  This essentially creates a new replica for that user.  The downside of reloading the Workforce project is that any changes that are in the previous replica (the one that wouldn't sync) are lost.  ...
