I can not speak for how licensing would work at a University, that would be best discussed with your customer service or local distributor, but as a State agency, we have a similar problem with employees changing, and/or with users going on season leave, etc. I responded to a thread in the past couple weeks, but can't find it now. In short; what we do is have a second account assigned to our administrator (that is, takes another name user slot....could be a lead on the project. This is a gray licensing area, but I say as long as anyone using that general account also has one slot in their name, there has to be some reasonable exceptions that can handle changing staff. Then I use the ArcGIS API for Python administrator sample and modify it for our organization account. The modified sample will create a folder under the Org_hold user, using the old user's name for the folder name. Then it reassigns and moves all the items owned by them to that folder, and deletes the old user. With the API, you could probably do something similar but either just transfer to the new user (and make sure the user is in the same groups) or other administration tasks, as needed to get to the new person up and running. The help files for ArcPad are located ArcPad Help There are many sections in the help that might get you what you need, but you may want to try ArcPad - Using existing Data As for the Trimble units, I have no specific help there, but searching online might give some pointers if you are having issues connecting and/or transferring data over to it. I've always been on the collection side of points and data in ArcPad, not so much on using existing data, so I can't be of more help. Others might jump in, but digging thru the help and then specifying at what point you are getting stuck, that might help.

I'm not sure if you are trying to customize or just use, but this might be a good place to start ArcPad Developer Help - Concepts I think that is for 10.2. Is it the software that you are having questions about, or the device (i.e. some type of GPS unit, tablet or other??)

Even if your shapefile has a .prj file and is in coordinates of the projeciton, as Robert Borchert mentioned, you may still need to assign a projeciton tot he shapefile. A few versions of ArcGIS ago, there was a change to the format or names of projections, or something similar. Even if the parameters are exactly the same, and the older shapefile work fines with the projection file as is, the newer ArcGIS may not recognize the name. In ArcCatalog, you can navigate to the shapefile and assign the correct projection name (do this on a copy to test). Do not project, just assign. EDIT: IGNORE my suggestions to use the TPK for this process....had more problems. Leaving this comment in in case there is somethig that will help others...but see next comment for additional info. I'm not sure that this is the proper way to upgrade my 10.2.2 cached services to 10.5.1, but I figured out a workflow that seems to be working ok (after two services moved). I'm not sure if it will work for my basemap map services, but that is for tomorrow. Part of my issue was that since the first few attempts failed miserably, when I tried to generate a fresh 10.5.1 tile schema, it still was grabbing WMA even though I tried everything to override it. A (OS) ArcGIS Server service restart didn't do it, but a stop and start seemed to help. I was then able to generate a new tile schema with my scales and with Alaska Albers. (whoooo). So, in a nutshell, this is what is working at this point: I created a TPK of the cache on the 10.2.2 machine I created a 10.5.1 service from the original mxd (with caching turned off) I switched on caching (vs dynamic) for the new server…turned auto creation aff…read in the new .xml file that says alaska albers. Then imported the tpk. I did get errors about missing tiles for the larger scales, but I think those are in the water, where I purposely didn't cache in the first place. So far it is looking ok, but tomorrow is another day and more services. btw - for those that use the TransferServices Toolbox, I thik this problem started with this tool, but only for the cached services, or with a cache directory for the service on the source server (whether or not it was a dynamic or cached service). However, that tool is pretty nifty for about 70-80% of our services successfully. For thos wanting to know where I found it.. How copy map service from one ArcGIS server to another ArcGIS server The best practice to transfer the ArcGIS Server data from one machine to another, You have to read thru the notes. I will close this thread but will add any other tricks I find or if tech support tells me the way I should be doing this.

Original post ...workaround is in the comments for now: I am currently migrating our ArcGIS Server Enterprise Advanced (AGS) 10.2.2 services and caches to a new AGS 10.5.1 server. We use the Alaska Albers projection (3338). I am using the TransferServices toolbox, and it seems to work well for most services. For those services that are dynamic, the service has no issues keeping the services in Alaska Albers. However, for any service that has a cache, or even had a cache folder (even if the service is now dynamic), the new service creates a tile scheme with WMA. I have tried several ways to try to "trick" it into ready the Alaska Albers tile scheme, but have had no luck. I even tried several times to generate a new tile scheme, using the sourc (alaska Albers) mxd as input, and when as far as setint the "output coordinates" under the Environment tab to 3338, and yet the output tile scheme .xml says WMA. I know the whole world would be happier if we conceeded to using WMA and not Alaska Albers, but unless you are using 3D (which we are not at this time), Alaska Albers works so such better. Is there a bug in the "Generate Map Server Cache Tiling Scheme" and caches in general for AGS 10.5.1? I do have a call into tech support. We are just now trying to move to 10.5.1, so I think asking to move to 10.6.x might be asking for another delay. However, not sure what to do about this. For this particular service (lines), I could probably go dynamic, but we have quite a few cache raster map-services (i.e. base maps) that this could be a major issue. Can I take 4 cores from 8 cores license to install a new ArcGIS Sever Machine to being exposed for public users? If you are talking about the AGS license on two different VM machines, my guess would be no...but that would be a customer rep/local-distributor question, not something the forums could answer. But I wonder if you can just have two web adaptors and proxy, use the security to lock down the non-public services. We do something like that (on a 4 core machine). We are not federated with Portal. edit: not sure if this will help, but there are other thread that discuss cores. May want to do some searches if you haven't already.
