After you versioned the feature dataset (FDS), did you add any new feature classes to it? Can you give a screenshot of the versioning settings for the FDS? Also, for the permissions screenshot, you can mark / blur out the names, just need to see the check boxes matched to a user line? Based on the error message there is something misconfigured. It may be difficult without screenshots. You can contact technical support and they can do a screenshare to review.

did you load the data as your O/S user or a DB user? If as the DB user, did you grant permissions to edit the data to your O/S user? Is your O/S user part of an AD group used for login? I also assume you are using SQL Server?

Is this in an Enterprise Geodatabase or file geodatabase? Can you provide a screenshot of the Feature Dataset that has the Network Dataset? How are you connected to database: O/S or DB authentication?

Here are some more details and the help docs of the workflow: Create Feature Class: https://pro.arcgis.com/en/pro-app/latest/help/data/feature-classes/create-a-feature-class.htm#ESRI_SECTION1_24AA44E4C5F4490EB0EAFE3ED7547149 You may want to import the schema on Step 2 and add fields as needed Then append the data layer to the one you created above: https://pro.arcgis.com/en/pro-app/latest/tool-reference/data-management/append.htm Think all "geographic data ####" layers would be loaded Once all the data is in the same layer, you could have a field (that you created earlier) calculated to what the source was: https://pro.arcgis.com/en/pro-app/latest/tool-reference/data-management/calculate-field.htm This would put all the data into a single feature class. Hope this helps you down the correct path....

If the schema (fields) are the same, you could create an empty feature class with all the fields. Add a field for (Source or something like that), then append the data in the FC you just created. I am sure there are other ways, but that one came to mind first........

I have not encountered this specific behavior before. It may be best to contact Technical Support and work with them on this specific issue. There can be multiple items in play here. I am just trying to get clarity. I am wondering if there is a PostgreSQL server setting that may be weird. So no tables (spatial or non-spatial) will load from your remote server? All local server data works as expected?

What type of data are you adding from the remote PostgreSQL machine? Spatial / Tabular? Is the data "locally" the same data? Sound like there is something in the data layer that Pro does not like.

If this is a file geodatabase, that may not be possible to remove locks (I do not see a way). Are you seeing these files if you open the "<name>.gdb" folder? If you remove those files in the folder, you can cause corruption of the file geodatabase. So, I would NOT recommend that you remove those files. The best bet is to ask all your users to close the clients and do what you need to then. Also be sure to stop any ArcGIS Servers that have services pointing to the file geodatabase.

When you say "I am looking to increase the performance of that service...." what are you looking for? What is the current experience with the service that is sub-optimal? Is ArcGIS Enterprise deployed on a single machine? Where is the Enterprise geodatabase in reference to the ArcGIS Enterprise deployment? These are a few questions that I would have to start with.
