Not a developer, but the first 2 links above look like they create the items in Enterprise portal that could reference the layer in your Enterprise Geodatabase. If you have the data published as a service you could use the REST API for that service to update data: https://developers.arcgis.com/rest/services-reference/enterprise/feature-service.htm It looks like you may be able to update the data in this part of the Python API: https://developers.arcgis.com/python/guide/features-module/ If you are wanting to upload data into the geodatabase directly and not via a service, you could use SQL to do this? What is the RDBMS that you are using?

Then you may not have user schema geodatabases configured right now. I believe that if you have them configured, the other geodatabases would be listed there. I have to admit, it has been a while since I used a user-schema Oracle geodatabase.

Ah ok. I know that most of the "update / upgrade" type GP tools make a copy, update / upgrade, then delete the original. So additional disk space would be required.

You will need the SDE user connection. Once you have that, you can apply the keycodes file from ArcGIS Server that was just updated. It will update the license information in database for you. You may need to get IT or an admin to provide you a copy of the keycodes file or access on the machine.

If so, you need to update the license also in the Enterprise Geodatabase as the SDE user: https://pro.arcgis.com/en/pro-app/latest/tool-reference/data-management/update-enterprise-geodatabase-license.htm. Should take less than a minute to complete.

You can create a user schema within the main Oracle SDE geodatabase (i.e., DATA / GIS / Whatever). Then copy data in as that schema that you just created. There are multiple options provided that you can do for the migration of the user-schema geodatabases: https://pro.arcgis.com/en/pro-app/latest/help/data/geodatabases/manage-oracle/migrate-user-schema-geodatabases.htm as you noted. What do you have in your instances tables in the SDE schema? This will show how many user schema EGDB's are present.

I would recommend sticking with a specific version for testing, did you make sure you have the min. patches required for the O/S: https://enterprise.arcgis.com/en/system-requirements/10.8/windows/arcgis-server-system-requirements.htm? Was the software installed with local or service account? Did you install as admin? It may be best to open a case with technical support to work with an analyst on this.

Have you tried to drop the Oracle SID and re-run the process? What version of Oracle and ArcGIS Pro are you using?
