I am not sure that this is limited by the license level in ArcGIS Pro. Does the ArcGIS Enterprise that you are publishing to have Imager Server authorized and configured? Are you getting an error? If so, please post what it is. Are you trying to publish the Tiff as an Image Service? Need more information to provide support.

You could look in the gdb_items / sde_table_registry / sde_layers tables to see if there is already an entry there. If there is, I would contract technical support and work with them on how to potentially remove it. DO NOT manually delete the rows in the repository tables as it could have unintended consequences.

This is expected behavior after upgrading to Pro or newer: https://pro.arcgis.com/en/pro-app/latest/help/data/geodatabases/manage-sql-server/upgrade-geodatabase-sqlserver.htm under the "Be aware of the following" second bullet point. When you upgrade a geodatabase in SQL Server to 11.0 or a later release, the fully qualified names of tables and feature classes will no longer contain the database name. For example, a feature class named productdata.dataowner.inventory in a 10.9.x geodatabase will be named dataowner.inventory after you upgrade the geodatabase.

You could use the GP tool to migrate from SDO --> ST_Geometry: Tool : https://pro.arcgis.com/en/pro-app/latest/tool-reference/data-management/migrate-storage.htm Information: https://pro.arcgis.com/en/pro-app/latest/help/data/geodatabases/manage-oracle/data-migration.htm It would do the entire table in place. Make sure that you fully review the documentation above, you CANNOT go backwards once done. Hope this helps!

If you used the Pro, this should have removed all the related records in the repository tables. If you try to create a new feature class with the same name (a dummy empty one) do you get the same error? If so, you may want to contact Esri Technical Support to have them investigate this in more detail.

We recommend having the clients in the same location as the databases: https://enterprise.arcgis.com/en/system-requirements/latest/windows/databases-in-the-cloud.htm, for Desktop: https://desktop.arcgis.com/en/system-requirements/latest/databases-in-the-cloud.htm Connections from ArcGIS software to databases or data warehouses in the cloud must originate from machines in the same cloud. For best performance, connections should originate from machines in the same cloud region. In the majority of cases, connection and query performance is poor when you connect from ArcGIS clients installed on-premises to databases or data warehouses in the cloud, connect from ArcGIS clients in the cloud to databases or data warehouses on-premises, or make connections between clients and databases or data warehouses in different cloud regions. In these scenarios, connections to the database may time out. Why did you move the clients (ArcGIS Pro) and not the databases / Enterprise to the cloud? I am just curious.....
