I am not sure how to specifically make it faster, but can say that if it takes 20-26 seconds in pgAdmin, then it would take around that long in a service. I would also think that 2,000,000 points would return faster than 20+ seconds, but that is not knowing all the complexities. How long does it take to run a "select *" from the table with no filter / group by?

Is it all tables in PostgreSQL that are slow or only certain tables? How many records? Do the records cover a large geographic area? What is the geometry of the table? Can you provide the version of ArcGIS Enterprise & PostgreSQL being used?

Is the SQL Server running on a custom port? Can you install SSMS on the ArcMap machine and make a connection with SQL Server? I am not sure what would be next, since it seems that the layer is already part of the geodatabase so trying to register it is not a path forward. Are you sure that the database is already enabled as an Enterprise Geodatabase? Based on the screenshot at the top, it looks like this is a view? How was the SDE user created?

Based on the screenshot, it looks like SDE is the data owner. You would need to connect as the SDE user to make the changes. It is also not recommended to have data owned by SDE. Can you provide some more info if SDE is not the data owner? Even connecting as SA does not allow you to make some changes within the Pro client.

For Pro & Server, try the ODBC 17.x client, that may work better. That is what I have on my machine with Pro 3.2.2 / SQL 2022. I also recommend trying to connect from SSMS on that same machine. That.

do you have any tables in an SDE schema within that database? I usually only see that message when there is an EGDB that has an expired license. I noticed that you mentioned it was "not created with SDE privileges", but could be an SDE schema. If there is an SDE schema, look at the SDE.Server_Config table and the AUTHKEY (I think) field.

What version of Oracle are you connecting to? Is the Oracle DB an Enterprise Geodatabase? Can you verify that you are using Pro 3.2.x to make the connection to the Oracle DB? The error indicates that it is looking for a geodatabase, but could be incorrect.
