Ok, so you can create a single project with a file geodatabase (fGDB) that houses all your data. You could also use an Enterprise Geodatabase (EGDB) if you have security / editing / multiple user requirements for storage of the data. I would say that you need to start with an empty project and add as many maps / layouts as needed. I am not sure there is a "master project" template unless someone has something to share. ...
