Based on the information provided, that configuration may not be supported. This "highest" PostgreSQL version supported for Pro 3.1.x is 14.x: https://enterprise.arcgis.com/en/system-requirements/11.1/windows/database-requirements-postgresql.htm Now some things "could" work with PostgreSQL 15.x but you may see unexpected behavior. If you need to use PG 15.1, then I would recommend upgrading ArcGIS Pro to version 3.2.x; https://enterprise.arcgis.com/en/system-requirements/latest/windows/database-requirements-postgresql.htm.

You may need to install the Data Interop extension from My Esri. There are 2 parts to Data Interop within ArcGIS Pro; the license (which you seem to have) and the Data Interop extension (download from My Esri). You can see the download from the screenshot above that would be available in My Esri. Have your school IT download that and run it on the machine that you are using for Data Interop. This should get you moving forward. Can you check the machines Programs & Features list to see if Data Interop is listed?

it looks like they sent you something that is not complete. The ".gdb" file is usually a folder (the file geodatabase) that contains all the files you need. Maybe have the person send you a zip file of the entire .gdb folder. Here is an example of what may be in the .gdb folder:

Some of the locks may be expected, especially if they are related or in the same feature dataset.. Here is some additional information related to locks: https://pro.arcgis.com/en/pro-app/latest/help/data/geodatabases/manage-file-gdb/file-geodatabases-and-locking.htm If you really need to have multiple editors, you may want to look at using an Enterprise Geodatabase to manage this.

You will need to get new license files / ECP information from My Esri first. Enterprise Portal: https://enterprise.arcgis.com/en/portal/latest/administer/windows/manage-licenses.htm ArcGIS Server: https://enterprise.arcgis.com/en/server/latest/install/windows/authorize-arcgis-server.htm This will need to be run on each ArcGIS Server machine that you may have. For Enterprise Geodatabase, use this tool as the SDE user: https://pro.arcgis.com/en/pro-app/latest/tool-reference/data-management/update-enterprise-geodatabase-license.htm Run it after updating ArcGIS Server to get an updated keycodes file. This should get you going.

That sounds like there is something with that specific user permissions on that Enterprise Geodatabase (EGDB) or there is another issue within the EGDB. It may be best to work with technical support on this.
