Jay, The ArcGIS Server account needs at least read access to any data you're trying to use within ArcGIS Server, so you're most likely right in that it can't see the data on your local PC. Can you set the messages to Info for the geoprocessing service under Parameters and reply back with an image of the error you get? Thanks, Jon

Nick, There are a few application builders out now that will give you a GUI to create applications. The web application builder within ArcGIS Online or Portal for ArcGIS is built using Javascript and is pretty straightforward to use; build your webmap within the map viewer of ArcGIS Online or Portal and then you can share it as a web application through the web app builder. The services don't need to be exposed externally for you to use them within ArcGIS Online or the web app builder. You can also look into using the developer's version of the web application builder, which allows you to host the applications on your own web server. Jon

If you change the projection of the dataframe, projecting on the fly will occur in the MSD in the arcgisinput folder, which I believe is is more efficient that projecting in an application.

I don't see anything wrong with your setup, but typically, the maximum instances for the caching service can be set to n+1, where n is equal to the number of cores on the machine. With that configuration, I'd definitely expect the CPU usage to be at 100% or close to it. Does only happen for one map? What if you published a map with a simple dataset and cached it? It can be the same scales or different scales, just to see if it'll run to completion.

How do you want to pass the point in? In what application will this be used? If you have the coordinates of your point, you can generate a bbox of xmin, ymin, xmax, ymax using those values, (subtracting by a certain value to get the mins, and adding to get the maxs), and you can populate the bbox parameter of the export web map request with these new bbox values.

There are a few resources on the help site regarding automating publishing services: Publishing from a map document Publishing from a text file When you publish to ArcGIS Server, an MXD and MSD are placed in the arcgisinput folder within the site, Ex. C:\arcgisserver\directories\arcgissystem\arcgisinput. What you can do is loop through this directory for the mxd's and then publish them to your other ArcGIS Server site. The thing to make sure of here, though is that all data workspaces in the old server site are registered with the new server site. Attached is a script tool and script I wrote a bit ago to write the workspaces of mxd's in a directory to a file. This can be used to check the workspaces of all the mxd's you have published and register them. What you can also do is loop through the directory as described above, and follow the documentation below to register data sources at publish time: Register a data folder at publish time The main thing is to make sure your data sources are registered correctly in your new server if you're going to automate this process.

Return at least "Error" messages for the service under the service properties > Parameters and run the tool again. Check the server logs for the error returned. That will give you a good start on troubleshooting. You can post the error you see here as well.

What happens if you export the paths to the images in your mosaic dataset to a table, and then add one of the images to ArcMap using the exact path from the table, and trying to publish that map as a service? That should show if something isn't registered correctly or if there's a permission issue. If you use the exact path and it publishes fine, then permissions aren't a problem.

Do you actually have annotation in your map? You can try to turn of the Default group layer for annotation. Go to View > Data Frame Properties > Annotation groups and uncheck the Default group.
