You need to create another user using 'create database user' with roles option just empty. You can create Utility network with that user. SDE and DBMS cant create Utility network and that's by design.

Hi all, While copying GUID field values in ArcGIS Pro (2.1.2 in my case) they switch to lowercase. This impacts relationships. Anybody noticed this? Any BUG ID known to anyone for this? I saw some thread where people mentioned this issue even in 1.x version as well. Thanks, Abhijeet

Hi All, I have managed to publish the utility network service using ArcGIS Pro but when I look in Arcgis Server Manager, service is in stopped state. When I attempt to start it, I get attached error.(error.jpg). I do have utility network extension license active. (license.jpg). Did I miss some config somewhere? Error: Service failed to start <servicename>.MapServer: <server domain name> Could not obtain a license for Utility Networks. Edit: I could find below WARNING message in 'SharingJobLog'. I hope this will be useful for UN developers to locate point of failure. WARNING 002504: The service configuration was created, but it failed to start. Database: Oracle 12c Thank You.

Save project. Delete current database connection, save and close Pro session. Open pro again with saved project and create new database connection. (Not confirmed workaround but worth trying if not tried). I too noticed similar issue but then it went away, not sure which action cleaned it as I was doing several things.
