Not sure what your question is but you may want to look at using a personal sde gdb. I would suggest using it as your production/edit environment and then one way replicate to a file gdb for viewing.

Just me. I contract to two psaps; in one I manage a distributed sde database and the various jurisdictions take care of their piece of the pie. At least for the most part. In the other, I work fairly closely with the county gis team and we exchange edits as needed. Three counties served are Salt Lake, Weber, and Morgan. Somewhere in the vicinity of a million people, and a bunch of agencies.

Select your point either by attribute or manually; then use select by location for the polygon that encompasses the selected point. Another direction would be to perform a spatial join with your points and polygons; the resulting point features would then have the polygon attributes accordingly.

At the moment I geocode against streets. However, I'll be using address points soon. I don't use anything in NM, I just googled NM GIS and found the website. I just downloaded the E911 roads for Bernalillo County, and they have names and address ranges. If you need national data, there is some that ships with the ESRI software discs, or Census has them by state (I think).

Ahhh... the old AGOL pay to play thing..... With respect to you SAS question, any database is probably better than Excel for this type of manipulation. I like excel.... to invoice my clients and submit my earnings to my tax guy. You can import your excel worksheet(s) into a file geodatabse and then essentially have it in the ArcGIS native database format. I'm not familiar with SAS and importing it to or connecting from ArcGIS. Before you start formatting your address list, you may want to concentrate on obtaining some street data you can actually match against. If you format your addresses before you get something to match against, you run the risk of have to re-format them so they'll work with your matching data. Who, what where for your locator? Are you using your own or arcgis online? If its yours, is it published or is it local? What type of locator(s) are you using? Are they built with 10.1 or another version? Where are the licators you are trying to use? Local network? Some other network? All I've done is ask more questions, but we need a bit more info to give you a hand....

Sounds to me like you are taking the right steps. However, if I may suggest: Scrap #1 all together. SDE is a great tool with which to edit and store data for multiple users, but in my experience, with all it's overhead, specific geoprocessing tasks are best done elsewhere. #2 is very similar to what I do; my SDE is the parent to a file geodatabase child in a replication workflow. So when I update the SDE data, I just sync it down to the fgdb. All my locators point to the FGDB data and they are individual locators as well as a composite of them all. I publish the composite. However, none of the locators are stored in FGDB; they are all in a directory called... Locators. To get new data into the published composite I first shut down that service. Then I rebuild which ever locator has newly synced data along with the composite. Then I restart the published composite service. See if taking the locators out of the FGDB allows you to publish the composite. I'm not using 10.2.2 so you may have found something that no one yet knows about...

The network analysis extension provides this functionality: New Service Area. You need to have a 'drive-time' variable set up in your network evaluators. A good attribute to have in your streets feature class is speed limit; with a little math you can figure out the time it takes to traverse a given segment.
