Seems to be an issue with the default permissions granted to the PUBLIC role. I have a list of the default permissions granted to the PUBLIC role for an sde 10.3 gdb, but somehow I can't attach a text file here it seems. I would suggest contacting Esri Tech Support so that they can take a closer look at this.

After copying the SDE connection file to the project location that was defined when creating the ArcGIS project --> Open the Project in ArcGIS Pro --> in the Project Pane, expand Folders> Project Name --> You will see the connection files listed here --> Right Click on the connection file you need --> click on 'Add to Project' --> This will list the connection under Databases and you don't have to recreate them. This is helpful because, you can dump all SDE Connection files on a shared folder(if needed) --> Each person can connect to this folder using the "Add Folder Connection" option --> Choose the connection they need and add to their project.

Is that a simple Database or an Enterprise geodatabase? If it is a geodatabase, do you observe the same behaviour when connected as the SYSADMIN login? Rather have you tested with multiple logins and faced the same behaviour?

Usually the CONNECT permission is all you need to connect to a Database. Too see data you need 'db_Datareader'. So, check whether the User-Mapping for that user was correctly done for that database. On further looking into this, it seems that you may be able to use Oracle XE. Check this old link: FAQ: Can ArcGIS Server 9.3 Enterprise (all editions) be used with Oracle Express Edition (XE)? I guess you saw it in an old GeoNet post, as mentioned on your GIS SE post --arcsde - Create a geodatabase (and st_geometry) in Oracle Express 11g R2 for home use - Geographic Information Systems S… So, I guess as long as you are fine with the limitations of Oracle XE, you should be able to use it. No, you cannot use the Express edition (XE) of Oracle for creating an Enterprise Geodatabase. You can! However, not in Production and that will not be supported by Esri, in case of any issues faced... True, surely there were some other reasons discussed, which I can't recall right now. Looking at the 10.5 link of Database clients—Help | ArcGIS Desktop seems most of the Clients now have to be downloaded from the vendor sites directly.

Disclaimer: Have not worked with SAP Hana. It is somewhat apparent from the all the links I read that Geodatabase functionality is not supported with SAP HANA SAP HANA database requirements for ArcGIS Pro 1.4—Help | ArcGIS Desktop SAP HANA database requirements for ArcGIS 10.5—Help | ArcGIS Desktop If the Geodatabase functionalities would have been available, those links should reflect that. From this link: Supported databases—Insights web help Use tab | ArcGIS Enterprise it becomes clear that even Insight doesn't support Enterprise geodatabase Currently, Insights for ArcGIS does not allow you to create a connection to a relational database that has an enterprise geodatabase defined. Similarly, Insights does not work directly with file and personal geodatabases. For geodatabase tables and feature classes to be used in Insights, they must be made available in your portal organization as either hosted or registered feature layers, and then added to your workbook page. But as Rebecca stated, if you need an official confirmation, you should contact Esri Tech Support to get the latest updates.

You cannot modify the System Tables manually, it is not supported and may corrupt the Database. Are you using the "Change Privilege" tool? Are you connected as the owner of the data? Can you provide us with more information of the steps followed and the data that you are trying to grant privileges on...
