The tool is unable to access the Database server. Can you ping the Database Server from the machine where you have the ArcGIS Desktop? The SQL Server instance...is that enabled for outside access? I forgot the exact terminology, but the IT department can make that SQL Server instance available for connection outside the Network. Have you done that? More than anything...if you install just SQL Server Management Studio on the machine having ArcGIS Desktop, is it able to connect to the Database instance? If this works, ArcGIS Desktop should be able to connect as well.

I don't think it has been uninstalled correctly. Try uninstalling the left over components..(the ones starting with "Microsoft SQL Server") and then check. What do you fear will mess up? Do you have the database backups (if any)?

The details provided are insufficient. 1. What is the error that you observe while installing? 2. You mention that SQL Server Express was uninstalled...then how do you expect to connect to the old databases? Please provide a detailed description of your issue and with some screenshots if possible.

The conflict occurs even if you edited different attributes. This is the default. Column (By Attribute) A second user edits the same attribute of a feature or table. Options for defining a conflict The links do not mention that selecting one of the options will show a different set of Conflicts. The links state that you can choose how your conflicts will be displayed. The conflicts will be same in both options -- both Geometry and Attribute changes will be considered.

The access level of DEFAULT version is Protected and it is owned by DBO. Only the version owner can edit in a Version which has Access level set as Protected or Private. That means others users can connect to the Default, view the data in Default Version and even Reconcile....but to edit in Default, you need to be a DBO (sysadmin login). Remember that the Post process is sending edits from the child to the Parent(in this case Default).

The "describe tablename" was suggested to compare the Schemas(Field Structure). You won't be expecting an error on just doing a "describe tablename". Also the link he provided mentions the below: Oracle 11g R2 (11.2.0.x) requirements Note: Oracle 11.2.0.3 is the base supported version for 11g. However, there are several issues customers are encountering in 11.2.0.3. Therefore, Esri recommends moving to 11.2.0.4. The issues are detailed in this Esri technical article.
