I would bet that Diagrammer is failing because it does not support certain data types  introduced in later releases of ArcGIS (parcel fabrics, etc.).  You can produce a nice map dictionary with Xray for ArcMap that will show the layers, fields, etc. used in the Water Utility editing map.  Then use that map dictionary in concert with the the Data Dictionary we provide with the Information Model to determine what data is being sourced in the solution. If you really want a poster or something similar, Xray for ArcCatalog will produce that as well.  I would just suggest you do it on a subset of the Information Model - layers used in water utility editing.  Certainly do not attempt to create a poster of the entire Information Model (way too much content for a single poster).  ... Greg - I think you could still use Xray to set the spatial reference in this case because Excel is only needed to modify the schema.  Just follow the process in the help and you should be ok.  In addition, you could also use the Batch Project tool but it will be a bit challenging moving the entire information model to your spatial reference using that tool.  It might work best for a subset of the information model. Joe - The 10.1 Address Editing Map has the feature templates defined already.  Are you using the editing map provided in the download?  This map document includes the feature templates and will leverage the construction tools contained in the Add-ins.  We did make some changes at 10.2 to the information model but the 10.1 workflows are very similar.  Both versions rely on a MasterStreetName table, the feature templates and the underlying information model. Tiffany - The current portfolio of ArcGIS for Local Government apps support configurable locators (your own locator) but have not been tested with a set of locally authored routing services.  Have you tested your application with the ArcGIS Online routing service that was included in the app?  If so, are routes properly calculated? It appears you are trying to configure the Park Finder app with your own routing service. If so, you may need to dig deeper in to the code base and change the code to accommodate such.    Scott ... This is not an enhancement request.  It is a known issue (bug).   We were trying to make the popup work better on mobile devices and unfortunately lost the ability to view multiple features in the process.   We recognize this is a major problem in parcel workflows and will be pushing out an update soon to resolve it.    ... Miguel - There are several forum posts on this topic I would recommend you review.  In particular, here's one that talks about the implementation approaches we suggest.  If you search for "Local Government Information Model" in the forums you'll find many more. In addition, we did a session at the Dev Summit a year or so ago that highlighted several ArcGIS for Local Government implementation approaches.  This video can help you organize an approach for your organization. We would also encourage you to join our ArcGIS for Local Government Meetup.  This meetup is a gathering of users who are implementing (or thinking about) the ArcGIS for Local Government solution in their organization. Bottom line, the local government information model has been developed to support the maps and apps Esri provides in the ArcGIS for Local Government solution.  The model reflects the requirements of these solution offerings and helps users deploy these fully-supported maps and apps.  Users should align their implementation of the model around the maps and apps they are going to deploy in their organization.  If you're not implementing one of the maps and apps - the information modal may not be right for your organization.  But if you are moving to Esri's solution offering and deploying the maps and apps we provide, organizing your data in this model (and extending it as needed to to meet your needs) will be the fastest way to deploy the maps and apps and ensure you can sustain them from one release of ArcGIS to another.  Hope this helps. We have not produced a diagram for the entire model (its just too big to be useful).  We encourage users to focus on specific aspects of the model (features, tables, domains, etc.) that are used in the map and app you're going to be deploying.  Then create a poster of the features required for such.  In addition, we do provide a data dictionary with the information model that will help you navigate through the entire local government information model. ...
