First, Convert any raster to point Raster to Point—Help | ArcGIS Desktop . Second , Use Extract Multi Values to Points—Help | ArcGIS Desktop and input 75 raster dataset. and you will get your table as attribute of the point feature class. that is all.It may be take a few minutes.

I can see no problem with duplicated decimal coordinate values. because they are align and fixed size (grids) polygons .and your points are the center of this polygons so the coordinates are logical.

So this is what it looks like in 10.5: I can see a little rotation in the wrong place raster. If your original raster had no rotation , that is mean the raster still the geo-reference saved. and is spatial reference problem .

There is another solution.If you have an advanced license. First make the section boundary as polygon. And make the sub-boundaries as lines. you can use Feature To Line and Feature To Polygon (both Available with Advanced license) then Select vertical lines and create 330 feet buffer . and select the horizontal lines and create 165 feet buffer . Then Merge the two input to one feature class. Finally use Erase tool to get your polygon features . make the major section boundary as input feature and the output of merge tool as erase feature. I think you didn't create poly line feature class. or you didn't add this feature class to TOC. or the template of feature does not appear in Create Feature box. and it is for many reason such as using definition query.

Frist , connect the output of Iteration with the first input process. in your case connect the output of iteration with input of project and remove the parameter (Define shape file). And make the workspace of iteration as parameter. Second when you run the model and finish all processes , the model will start again with next shapefile, and will keep reply until finish the last shapefile in the folder.

Frist put the three shape files alone inside one folder. Then design your model as the following picture: Insert : Iterate Feature Classes (and define the folder path) , then connect shapefile with the first tool (buffer) then the second tool ..etc Make the Workspace of iteration tool as a parameter (shape files folder in the picture) , and make the final output as parameter to define the path of the result of model.
