sorry, maybe i don't understand your question well so the answer for your question is : use Import while using Project tool and select the output coordinate system. and browse the other layer that you want to project to.

Project tool doesn't use for copy layers you can copy layers using the following methods: 1. Right click on the layer on TOC and Export it. 2. Use Copy Features .tool. 3. use Feature Class To Feature Class tool.

I don't see that is a problem. Composite layer it is common thing in model builder. It is because the output maybe many data type. Such as ADD Field the output may be feature class or table view ..etc. So the output is composite I created many model with composite output and didn't cause any problem. What the problem with you ?

Create two data frame one for local grid and other for UTM. and add data . You can see them at same time in layout view. you can also show grids in layout view for each data frame.

I think it is a define projection problem. you said they are same coordinate system , but that is in properties only. one of them was should to define to its correct coordinate systems then Project to be same the projection of the other one.
