why you use "merge" word in your question My next exercise depends on the pa_raster layer being created from merging the two raster layers. and you want to do sum for 2 raster I'm supposed to use the Map Algebra function, but unfortunately, I seem to be getting an empty output every time I try. Before you georeference TIFF. set the projection for data frame. If you have another Latitude_Of_Center or Langitude_Of_Center .. etc. you can change it by double click on the projection and change to what you want. Then add you TIFF in Data frame , and input control points for TIFF. one lift click on the reference point in the TIFF ,then right click and choose Input DMS of Lon and Lat. then enter the coordinate well. and update georeferencing or rectify the TIFF. you can check your georeferencing by create a data frame grid in layout. it should to be something like the following picture:

Maximum width is the maximum distance for parallel lines in the same road (roads width) That tool will make center line . note: may be you have two parallel roads and the distance between them lower than maximum value that you input, so the tool will draw a center line between two roads. and of course you don't want that. So maximum value should to be Equal to maximum road width and Lower than the distance between two roads. Minimum width is to define the distance that tool will ignore any parallel lines lower than that value.

If you think that one maximum value is not appropriate for whole roads. you can do them independently as you said if I want to do them independently (say selected roads), it is not possible. each time the tool saves the result as a new file. and you can solve this problem using Append tool ( Append ) to make all result in one feature class/shape file.
