If you have an advanced license, you can simulate this grid using Grid Index Features—Help | ArcGIS Desktop which provide grid with same labels as measured grids in layout. Just define origin point well and number of row and number of columns or height and width .Then you will get cc grid.

If a mass street labels annoy your map. You can make changes to show some of them, Beside Dana Nolan 's answer to remove duplicates you can also make changes in placement properties. go to Placement Properties in Label tab then go to Conflict Detection and make label weight Low. You can also set buffer for your label to prevents adjacent labels from being placed too close. and make sure you that place overlapping labels in not checked.

Intersect is the right way to get overlapping features. but your problem is output. so After using Intersect tool for polygon feature class only , you can make Spatial Join to get the table the you want. Join the Original polygon feature class and the output from Intersect. And Make Join Operation (one to many) and Match Option (Intersect).
