You should probably finesse all this if you want to do it right, but this should get you going.

Yes, the first thing I did was resample the raster. I think for this level of analysis you can get away with a larger cell size. This enabled me to perform a Tabulate quite quickly. Unfortunately, since your data is in Geographic Coordinate System (lat/long) the area result is in degrees, which is meaningless. So step two will have to be Projecting the raster into a local coordinate system, such as UTM.

Ok, I think Darren's idea has the best shot, based on your analysis, but, he raised a very important point right at the beginning. You really have to define "outside" before proceeding. An example would be: In The Amazon Basin, what is the total area of forest loss inside and outside of protected areas? Then you would download an amazon basin shapefile to define your area of interest.

Well, I would say, yes, the whole earth is too large. You could work toward that, but you'll need to do it in chunks. So then the question is, what is your first chunk? You need to define the area of analysis, otherwise "outside the protected area" has no meaning, you see what I mean?

Urm, yeah, you only uploaded the .shp file. ALL the different files are needed to use this in ArcMap. Can you zip them all up together and try again? There should be 5 to 7 files, all with the same name.

Select the polygons you're interested in, right click the shapefile in the table of contents and select export. Save the shapefile, then zip all the individual files with that name (they are all parts of the same shapefile) and zip it up. Then you can attach the zip in a comment here.

By the way, what version of ArcMap are you using? I see the parcel editor toolbar option when I right click in the toolbar also. Are you using Basic? It's only available for the higher license levels: ArcGIS Help (10.2, 10.2.1, and 10.2.2)

Have you looked under Customize-->Toolbars and checked the box next to parcel editor? Also, you should find a Parcel Fabric toolset in ArcToolbox.
