The steps for publishing a collector app are as follows: Design the .gdb Publish to agol / portal; Create a webmap You'll need to do the schema design in #arccatalog - create your feature class(es), table(s), relationship(s), and all associated domains and subtypes. Once your schema is complete, you'll publish your data to agol; When this is done, you'll create a #webmap and make sure your symbology looks good and that your rules are all being enforced. A word of caution - #subtype defaults are not supported in the webmap / webapp, but will work correctly in #collector. As soon as you have a webmap up and running, make sure you've granted the correct permissions, and you should see your webmap in collector. Feel free to PM me if you've got specific questions, but Esri has done a very good of making this process pretty easy.

You're asking about network flow now. Your Streets data would need to have a To field and a From field along with known points in order for this to work. I believe Esri's streets network that's leveraged in the Business Analyst data do have this type of information, but I'm fairy certain the TIGER data does not.

I'd still download the necessary TIGER data, then use the labeling manager to label your roads. Change the symbology to transparent. Voila. Good luck!

When changing a feature's #subtypes in #AGOL, the behavior should mimic that of #ArcMap - all the default values of the newly selected #subtype should be populated. This is vital for data integrity. This behavior works as expected in Collector (tested on iOS) but does not seem to work in #AGOL #webmaps on desktop. The current workaround I've found here Problem: Changing subtype fields does not populate the expected fields in ArcGIS Online requires the user to either delete and then create, or to select the appropriate default values themselves. The former option is clunky and time consuming and the latter adds unneeded risk to data integrity and negates the purpose of designing #subtypes to begin with.

In the webmap on desktop if I change a feature's subtype, then the symbol changes to the new subtype, but none of the default values of the new subtype are populated in the feature's attributes. However, when I perform the exact same edit in Collector, I'm greeted with a message asking me if I'd like to change the feature's attributes to the new subtype defaults. What can I do to get the webmap on desktop to behave the same as Collector? Edit - I found this technical article: Problem: Changing subtype fields does not populate the expected fields in ArcGIS Online This is a known limitation of the Javascript API. The workarounds are either to: 1. Delete/Create new features 2. Have the users input the default values from domains (which completely obviates the use of subtypes and negates any attempt at data integrity) 3. Edit the data using the Data tab.
