Can you symbolize the polygons with a fill, it is hard to tell from just outlines whether the polygons overlap.  I would run Multipart To Singlepart (Data Management)—ArcGIS Pro | Documentation to ensure that they are singlepart shapes. Also polygon 6 does indeed have 4 points in it, but the only way polygon 9 has 2 points in it is if there are duplicate/overlapping points (so example the point table) or the geometry overlaps between polygon 6 and 9 ...
