Hi Jonathan, None of the Roads and Highways GP tools support the 64bit geoprocessing tool. I'd recommend removing that tool and then trying to execute the Generate Report tool and publish as a service using ArcMap. Nathan ArcGIS Roads and Highways team

Can you confirm you've modeled RouteID as a GUID in calibration points, centerline sequence, and any other schema items with those fields? Nathan ArcGIS Roads and Highways team

Hi Jacob, I'd suggest posting this to the Utility Network community as that's where most of the arcade and attribute rule topics have been answered. https://community.esri.com/t5/arcgis-utility-network/ct-p/arcgis-utility-network

Hi Ed, There is no Roads and Highways Server after version 10.8.1. We encourage users who want to upgrade to ArcMap 10.8.2 to continue to utilize it with Enterprise version 10.8.1. These versions have been certified to work together, however, you can't install ArcMap 10.8.2 on the same machine with Enterprise 10.8.1. As for why you're seeing 10.9.1 in the about section of ArcMap, ArcMap 10.8.2 was built to work with Enterprise 10.9.1, which is why you see that version displayed. Note that there is no Roads and Highways Server installer after version 10.8.1, so you'll need to stay on Enterprise 10.8.1 to utilize Roads and Highways with ArcMap 10.8.1 or 10.8.2.
