Just doing a bit of research on other programs that displayed this error the common questions asked were: Do you have 'Full Control' permissions? Right click the folder, properties, click security and check what permissions you have assigned. Is the folder encrypted? To see if the folder is encrypted, see this link. Encrypt or decrypt a folder or file - Windows Help Also, could your download have been corrupted? You might remove all web adaptor folders and try re-downloading and reinstalling. -Steven

Hey, Thanks for the help. My.esri doesn't show the license numbers so I can't produce a provisioning file. Esri reset my licenses and had me authorize using the following steps. Thanks for helping! Launch the ArcGIS Administrator as an administrator (right-click on shortcut > run as administrator). Click on the Desktop folder. Choose Advanced Single Use and click Authorize Now. If you have a provisioning file, choose option 3 here (I have received an authorization file...) and browse to your provisioning file. If you do not have a provisioning file, choose the 1st option (I have installed my software and need to authorize it) and click on Next. Choose "Authorize at Esri's website or by email to receive your authorization file." and click on Next. Continue with rest of the pages following the instructions given by the wizard. On the final page, click on Save to save a text file (authorize.txt). Go to https://my.esri.com/#/activations/secure-site and upload the authorize.txt file. You will need to login before you can see the upload form. Download the response file (.respc) your computer. Back in the Software Authorization Wizard, click on Cancel and No to cancel the authorization. Repeat steps 2-3. Choose option 3 "I have received an authorization file..." and browse to the .respc file. Click on Next. Wait for the process to finish and click on Finish. -Steven

When I go to Authorize, it has never given me the successful authorization message. It has always failed. I'm tempted to reinstall on the C drive to see if that affects anything.

Having issues authorizing. Installed 10.4 on Windows 10 Home. I select the ArcGIS Advanced Single Use and it fails to authorize. Some times it fails to connect through the internet when my connection is just fine. Other times it says the license has already been registered but nothing is. I can't deauthorize either because nothing is actually authorized. I have a support case open. Wanted to post in case anyone was experiencing authorization issues. I will post the solution if Esri finds one. I guess this forces me to use Pro in the mean time. -Steven

Also could be your ram and cpu maxing out causing them to fail when starting. Open task manager and click the performance tab and watch as you start your services. -Steven

Have you checked this thread? The arcgis local user account might not have the appropriate permissions to the arcgisserver folder. Failed to start server machine. -Steven

I just saw this same issue with an install I did. We had ArcGIS Server previously installed and uninstalled it. We left the old ArcGIS user account and the arcgisserver folder in the c drive when we reinstalled and ArcGIS Server Manager failed to load. To fix it, I uninstalled ArcGIS Server, deleted the ArcGIS Server local account and deleted the arcgisserver folder on the c drive. Then I Reinstalled and the Create New Site page opened. -Steven

Have you tried a different browser? I did a quick search on the ERR_CONNECTION_REFUSED and it seems like some Chrome extensions may be blocking access to the URLs. -Steven

I checked the logs and it said it was a permissions issue. I had already added the arcgis user to the SDE database but I went ahead and gave them db_owner permissions and it worked. Some of my other databases work just fine without giving arcgis permissions like that. ArcGIS Analyze window didn't throw any errors either. Usually with insufficient permissions it gives you something. Hopefully someone finds this info useful. -Steven

We recently just brought our ArcGIS Server 10.3.1 site down from 2 Servers / 2 Web Adaptors to 1 Server and 1 Web Adaptor. I published a map service today and noticed the layers were not populating in the rest end point. The layers do not work in a web application either. Anyone ever experienced this? I'm inclined to think this is going to require a fresh install to fix it. See hte 'Layers:' below in the screenshot. A list of the layers in the map service should be there but they aren't. I've already restarted ArcGIS Server service. I will reboot the machine tonight to see if that fixes it. -Steven
