Once you have a domain on an asset type and add codes, you may not be able to switch that domain or remove that asset types. Have you enabled topology yet? Best option is to export to the asset package and make the changes there.

Once you enable topology on the utility network, certain operations such as this cannot be done. I would suggest exporting to the asset package and make these changes and reapply that asset package.

Lee, You need to ensure the layer uses an unique value renderer based on the subtype value. This sets the TypeID field in the feature service layers definition and ensure domains and subtypes work correctly.

David, If you are going to remove Asset Groups/Asset Types, you will need to do that in the asset package. Once they are applied to the utility network, they cannot be removed. There are a lot of connected items to these properties, rules, network attributes, etc. They cannot just be dropped. The same goes for the Asset Package, but you can remove them as they are not all connected at that point. So if you remove an Asset Group in the Asset Package, make sure to review the B_ tables and remove all references from it in those tables.

To add to Paul's response. The tool is expecting pandas .23 or higher. At .23, a new keyword was added. If you installed something in python that downgraded your pandas version, you will experience this issue. You can wait for the updated set of tools which will require >.23 or you can upgrade your version through conda.
