Hello Darin, Thank you for submitting this idea. Between the date of submission and today, the ArcGIS Online basemaps' Level of Detail (LOD) were expanded to reach a scale of 1:70. The current apps (Collector included) rely on the web map and its basemap to provide the LOD and ability to zoom. When voting for this idea, please consider including comments on how the current zoom levels affect your workflows. If the ArcGIS Online basemaps' LOD doesn't meet your needs, please help us understand how your field workers are using the app and how they would benefit from zooming beyond 1:70. Thanks, Scott ... Hello Tyson, Thank you for submitting this idea. Do you find that the basemap that was chosen in the web map at the time of authoring isn't suited for the job, or that field workers just have different preferences in the backdrop while they work? Do they frequently work in the same areas, or do they need to download new basemaps for each project/web map? Are they authoring any web maps, or is this done by an individual for a larger number of consumers? More information on this can be found here: Configure a bar chart widget​. I am not marking this as implemented however, because the end of your description discusses setting colors in a chart for counts of features.
