When you go to that layer in Pro click on the expression icon next to Map Color and switch the dropdown from VBScript to Arcade. Then publish the map up and it should look like the one I posted back into the group.

These symbols are not supported in Map Viewer Classic and Web AppBuilder. Dashboards, Experience Builder and Instant Apps will support web maps authored with these symbols.

Yup it should work. you want to make sure you are setting the expression with arcade for the symbol driven property is the main thing when authoring in Pro. Also this will only work in 4.x based apps like Map Viewer(not classic), Dashboards, Experience Builder and Instant apps. Also make sure you have "use compatible symbols" unchecked when sharing from Pro. If you can share the Pro project I can also take a look

As a side note if you want to use a web map with Map Viewer configuration like popup elements, vector symbols, label classes and more - I would recommend using an Instant App and that will give you the embed snippet similar to Map Viewer Classic.

Table reordering in Map Viewer is not driven by the popup. We have plans to support this in an upcoming release. If you have a set order you want to display the table in you can do this with Experience Builder today.

Currently we do not have a way to do this in MV without having to create a filter that excludes those 0 value/labels from the types list which wouldn't be updated dynamically. I think it would be tricky where each pan/zoom could possibly lead to a check on the feature layer to see if those feature counts have changed or if its 0 in the current map extent vs. the whole layer.

This is not possible and the popup will get sanitized once saved and remove that iframe. This is done for security reasons.

Still looking at this issue but it looks to be an localized with 3.x JSAPI which Map Viewer Classic and Web AppBuilder use and has been retired at July 1st along with Web AppBuilder. If you open this map in Experience Builder or an Instant App the map loads. I do see a lot of 404s on tiles being requested on the server so possibly might be a layer issue but I think the issue might be due to this missing on the service: https://sachsemaps.com/2021/WMTSCapabilities.xml/1.0.0/WMTSCapabilities.xml 404s
