I think they want what I have always wanted.  Vector tile packages (and TPKs) that work like layers not basemaps.  That way we can stack our roads, streams, etc all on top of each - WITH the ability to turn them on and off.  Burning them all into one is not really very useful. I had the ability to stack TPKs in a 3rd party app we used to use called MobileMap.  It was based on the Esri code stack so I know this is possible (even 5+ years ago).  In fact I was contacted by the Collector team about 2 years ago asking me for a list of what I wanted with offline TPKs.  I gave a whole list and then never heard anything again - AND none of the things I asked for happened. It is when you have a field with a value in it that is not in the Domain.  Even if it is not the field I am editing, if any field that has a non Domain value in it all editing in the Attribute table stops. Try this as it is the flow we have Create a select_one list with a few items Publish the form Add some additional choices Publish (so now they are in the form but not in the Domain) Fill out a form picking one of the new choices Submit Open Pro and add the service Open the Attribute table and try to edit any field Try to save and it will give an error that a value is outside the domain Changes are lost, you are stuck Only way to edit becomes the Attributes popup I mentioned.  It still yells at you in red but lets you at least save. Did it maybe create a all new Feature service on you?  If it is a big enough change it will remake it.  This causes the itemid to change.  Your _stakeholders are views may still be pointing to the original feature service.  Turn on sharing again and see if new _stakeholder view appears.
