So, are you saying you are using the graphics to add the text labels you showed us as 52 ? If that is the case, then you need to Convert it to "Graphics to Features". Just right click on Layers at the Top of your TOC and hit it. For more info, Understanding converting between graphics and features—Help | ArcGIS for Desktop

I am trying to import a layer file I save as "Save As "Layer file" from another layer that I set it up as a Campground Labels. I do not know why when I am working on another Campground and the labels should be the same; however, I am aware that they have different extent system. What might go wrong ? Do the attribute tables have to be the same as others ? Currently I am doing in Citrix . This is the sample of the Legend I am working from Campground Mt. Princeton. A different Campground and this one does not show up the legend as it should be ?

Do you have ERDAS or ENVI ? Those will enable you to automate hundreds of imagery and it is way easier than doing in ArcGIS. I have done that with many Landsat 8 in the past from southern California all the way to Western Texas and from Utah all the way down to Arizona, New Mexico.

I am myself deaf and I do not work in local government but I know that usually most of the local government they may have their ADA coordinator at their office. So, do you have someone that works for ADA coordinator at your office ? If not, usually the state may have ADA coordinator and they might tell you who works in the county or non-profit organizations that can help you. Where are you ?

Were they from ESRI basemap or did you get them from private company that provide you the aerial imagery ? Did you change the image to bilinear ?
