Ok, thanks. You can try an install to C:, but a 😧 drive installation should be fine. I don't believe it will make a difference. What I suspect is that your authorization may be only the ACT but none of the fulfillments. And that the FNP services at Redlands are "confused" that your authorization is fully activated and authorized. I have not dealt directly with the Home Use SingleUse licensing--but I believe you gain access to the my.esri.com Portal and can review your authorizations. Unlike the trial codes where you receive a single EVA12345678 code that is activated against your Esri account and dynamically authorizes the extensions during authorization, you are able to use the Portal and can either build a provisioning file. Or can look up the Authorization code for Desktop and each entitled extension and add those manually while activating/authorizing with the "Authorize now..." wizard. The size of the Trusted Storage cache held in C:\ProgramData\FLEXnet might give a clue about what is recorded to your system. For example in the attached image the ARCGIS_0038ce00_tsf.data holds fulfillments for the full suite of extensions. The ARCGIS_8038ce00_tsf.data holds SingleUse fulfillment for just CityEngine. Probably what I'd do is perform a command line deauthorization from a command window "Run as Administrator" and change directory to C:\Program Files (x86)\Common Files\ArcGIS\bin SoftwareAuthorization -verbose -s -return all Make a note of the exchanges that should scroll to the command window. Might help explain what was wrong. Then, check the event.log in the C:\ProgramData\FLEXnet Trusted Storage cache and the size of the ArcGIS_xxxxxxxx_tsf.data files. Next, login and check the my.esri.com portal to verify your fulfillments have been returned. If so, regenerate and download or email a .prvc authorization file. You may have to get CSR or tech support to help if you don't have complete access to the portal. Then, if checking showed the deauthorization had successfully returned fulfillments you can simply go ahead and delete them from C:\ProgramData\FLEXnet directory. That is the the .log, the _tsf.data and the backup.001 for the ArcGIS products (careful of deleting any other software). Proceed and again from a command window "Run as Administrator", navigate back to C:\Program Files (x86)\Common Files\ArcGIS\bin and perform a command line authorization. SoftwareAuthorization -verbose -S -LIF <full path to the .prvc file you generated and downloaded, quotes to enclose spaces> or, less common but believe you can run it against each authorization number you looked up on the my.esri.portal SoftwareAuthorization -verbose -S ESU12345678,ESU234567891,ESU345678912,ESU456789123 Let us know if you are able to manipulate the my.esri.com portal. Steven Graf So, looking at the FLEXnet event log your actually seem to have a viable TrustedStorage authorization cycle--the paired event 40000005 and 40000003 for each process and thread representing a launch. What causes you to think you are not authorized? Could you post up a screenclip of your ArcGIS Administrator initial panel, and also a screenclip of both the Desktop panel and the Availability panel. ArcGIS for Desktop Installation support, ArcGIS for Server CVE-2015-8277 Well, the CVE report is pretty clear--all FlexNet Publisher based licensing using lmgrd and "Vendor" daemons through FNP release 11.13.1.2 are impacted by the vulnerability. Security patch 1 for 11.13.1.2 was reportedly released on 24 November 2015. Meaning -- ArcGIS 10.3.1 and earlier builds of the License Manager are affected. ArcGIS 10.3.1 uses lmgrd and libFNP.dll version 11.12.1.2 (lmgr.lib 152538 -- built 2015-03-20) is definitely vulnerable. Vendors on support would have received a source patch from Flexera, released 2015-11-24 along with a new lmgrd.exe build to be compiled by each Vendor into their product for distribution. Unclear if the ArcGIS 10.4 LM using 11.13.1.2 (lmgr.lib 173302 - dated 2015-12-01 but built by Esri 2016-01-06) has the security patch or not. It is possible but I am unable to verify. That requires access to a FlexNet Publisher SDK which I do not have. Laurene Koman are you still wrangling the FlexNet Publisher stuff? If not, can you poke someone to comment. Also, not clear if the lmadmin based licensing is affected by the buffer overflow condition. Although the lmgrd services are replaced, it is possibly impacted as the same vulnerable Vendor daemons are used there as well. But that is not an issue for Esri as they do not deploy lmadmin. Unfortunately I have about a dozen vendor daemons I will have to tighten firewall for, and pester vendors to patch. A pain for some of the programs that we are off support for. Stuart

Because the Esri License Manager infrastructure uses Flexera FlexNet Publisher's Trusted Storage, rather than earlier license file based authorization, the binding details for the Trusted Storage cache are fragile and will break when VM hosting the license server is moved. Attached are the relevant pages from current 11.13 Flexnet Publisher license administrators guide. Through the 11.13 releases FlexNet Publisher support for virtualized server environments only supports license file model. Simply put, Esri bought in to Flexera's claims for Trusted Storage, but Esri has not worked out how to support increasing common requirement of supporting customers with virtualized license servers by reimplementing license file/certificate model for the ArcGIS 10.x line.

So, a heads-up for Single Use license holders moving to ArcGIS for Desktop 10.4 Here is an interesting rub I just had when doing a cleaning and fresh install of ArcGIS for Desktop 10.4-- Esri's installer did not upgrade the FNPLicensingService.exe -- and so failed FlexNet Publisher trusted storage license fulfillment exchanges. Was able to point the install to an active concurrent license pool, which worked (but the available license status panels in ArcGIS Administrator -> Desktop -> Availability were blank). Strangely also affected an new installation of CityEngine 2015.2 on the same system--so guess all local Esri, e.g. <Publisher><Name>ArcGIS</Name><Products>..., FNP services were affected. Fortunately a simple work around to force the upgrade by installing the ArcGIS License Manager (even though it is not otherwise needed) and then uninstall it. And with the correct FNP 11.13.1.2 version component in place, can then complete the Single Use FNP authorization fulfillment exchanges. This will work until Esri can patch the installer. We switched to a different method a poll the license server every 15 - 20 minutes and extract the statistics based on that. Yes, that is the other way to go, polling the server is done with a current FlexNet Publisher ** "lmutil.exe lmstat -a -c" across the network. Limitation with this is you will only track successful feature checkouts. So no indications when denials for specific features occur. Julie Skuba's WHATLG .NET based GUI utility uses this approach. ** Bundled with the license manager on install--copy to the client running the script.

So how many licensed seats of ArcGIS in the pool, and how many computers currently have (or expect to need) ArcGIS installed? Actively metered management of licenses (Sasafras K2, or Integrity SoftTrack) would extend well beyond just your ArcGIS desktops. These and similar would provide very granular controls and reporting of licensing per launch. These steps should be helpful for anyone needing to clear profile and deauthorize Reset your ArcGIS for Desktop user profile Save your data and any tools or customizations that are saved in C:\Users\<yourusername>\Documents\ArcGIS (%USERPROFILE%\Documents\ArcGIS) %APPDATA%\ESRI\Desktop10.2 (%APPDATA%\ESRI\Desktop10.2) (or whatever version) Delete C:\Users\<yourusername>\Documents\ArcGIS (%USERPROFILE%\Documents\ArcGIS) Delete C:\Users\<yourusername>\AppData\Roaming\ESRI\Desktop10.2 Run "regedit" and delete the HKEY_CURRENT_USER\SOFTWARE\ESRI key for any login accounts Purge the old EVA authorization fulfillments (Authorized licenses from "Trusted Storage") So pretty simple to clear out the expiring 10.3 authorization. And, you may find that the "new" authorization code you needed to use for the 10.1 role back is still valid--just activate it and use it to Authorize 10.1 for the year. 1. First take a look in the FlexNet Publisher Trusted Storage cache, open Windows explorer and navigate to C:\ProgramData\FLEXnet 2. Review the listed tsf files in cache--should have just one set for ArcGIS [tsf.data, tsf.data_backup.001, and possibly an event log]. Once you have deauthorized them, any remaining ArcGIS files in the cache can be deleted 3. Open a command window "Run as Administrator" and navigate to C:\Program Files (x86)\Common\ArcGIS 4. issue the command: "C:\Program Files (x86)\Common Files\ArcGIS\bin\SoftwareAuthorization.exe" -return all /s Note: this can also probably be done from the ArcGIS Administrator -> Support Operations -> Deauthorize; Folks who are hung up should see KB 39230 and KB 38656 5. back in Windows explorer, check the Trusted Storage cache folder--the ARCGIS files should be gone, any leftovers can be deleted. But, be careful as other programs record FlexNet Publisher licensing here as well--e.g. Adobe, Autodesk, etc. 6. open Windows explorer and navigate to C:\Program Files (x86)\Common\Macrovision Shared\FLEXnet Publisher. review the file fnp_registrations.xml file in a text editor; the Publisher and Product stanzas for Esri and ArcGIS should still be present--leave them alone. Valentin Wittich To actually debug with WinDbg absent a debug build and symbol file -- which are always internal Esri proprietary -- (and why you really need to open a support issue with Esri) the best tool is Microsoft Technet Sysinternals ProcMon diagnostic. It is very tedious to use, but the basic idea is you capture your entire ArcGIS lanuch cycle--every thing happening on the system--and then filter back to the pertinent pieces working backward from when it throws the error. Then tracing the GUID of the called process back to the specific source .dll--you can isolate it down to one or a couple of elements and go from there (i.e. open a ticket with Esri, or reconfigure the install as needed). If you had them Symbols can be attached to ProcMon in addition to MS provided symbols for the compiler and standard OS components. It is not fun--but it will get you in the right area of the program.
