Thank you so much for this post! We just upgraded to 10.9.1 and experienced this problem. Luckily I was able to see the error in the web traffic, searched the error message, and found this post. While I appreciate the attached notebook that includes a fix for this, I am disappointed that Esri didn't push out a patch for this issue (besides the S123 bug fix, which doesn't fix already published surveys). This is a software defect within Esri and a patch should have been rolled out to fix this (or at the bare minimum, have some sort of Esri documentation about it) instead of the "fix" being within some random geonet forum post.

No, it looks like 10.9.1 and 11.1 is the same. It's inconsistent within the same documentation page you listed. If you look under the "ArcGIS Enterprise upgrade order" section, it says upgrade Portal/Server first, then web adaptor. However, below it under the "Perform an upgrade of your portal deployment" section, step 3 is to uninstall the Portal web adaptor, then step 4-9 is to upgrade Portal, and step 10 is installing the new Portal web adaptor. So it leaves me wondering which order is "correct" (even though I'm assuming both orders are technically correct).

I've been reviewing Esri's documentation in preparation for an ArcGIS Enterprise upgrade and noticed a slight inconsistency with all of the documentation and videos I have been reviewing. Per Esri's documentation here (https://enterprise.arcgis.com/en/portal/10.9.1/install/windows/upgrade-portal-for-arcgis.htm), it says uninstall the Portal web adaptor before upgrading Portal, then installing the new web adaptor after the Portal upgrade is complete. The same goes for Server. However, in every other documentation and demo upgrade video I've seen (including this one https://www.youtube.com/watch?v=WZ4PL1dvm3k&ab_channel=EsriEvents), it says to upgrade Portal first, then uninstall and reinstall the web adaptor. So, my question is why is the documentation inconsistent, and which is the correct order? I've done previous upgrades before and always did portal/server upgrade first, then upgrade (including uninstalling and reinstalling) the corresponding web adaptor afterwards. But, this is the first time I've seen the documentation change the order of upgrade operations. I'm under the impression that the order doesn't actually matter, as long as the new version of web adaptor is installed after Portal/Server has been upgraded. But, it's still confusing and leaves me doubting what order is "correct" when I see inconsistencies in the documentation.

I 100% agree with this. I've seen several threads on geonet where Esri employees say to log a bug with Esri support. I'm not sure if Esri employees have actually interacted with Esri support, but that is often easier said than done. On average, I have to wait 3-5 days for the assigned support analyst to reply back to me anytime I reply back to their email containing questions. I've also been ghosted by Esri support when we schedule a call to review the issue. Finally, when I can finally get support to reproduce my issue, the bug sits in the Esri backlog for months and months, if not longer, before most likely being marked as "Not in current product plan." I had to create an ArcGIS Idea for Esri to change their documentation to explicitly list why a tool would fail under certain conditions. Luckily, that post got Esri to change their mind and actually address the issue. But having to jump through all these hoops just to submit bug reports (that might have already been submitted in the past) is ridiculous.

Ok, I didn't realize SSO won't function when using portal-tier authentication. Yeah, I'm not sure why they don't let you store credentials with domain accounts. It might be a limitation of Esri being able to communicate with the domain controller or something like that. But that goes above my knowledge.

To my understanding, this is by design. I ran into this issue a few months ago and came to that conclusion. I can't remember if I found Esri documentation that stated that or not. I tried doing a quick search, but I can't find anything now. I might be in a slightly different scenario, but we use Azure AD to authenticate, but left the ability to sign in using Portal built-in users enabled. With this method, you can have a dedicated built-in account that is used for hosting content on AGOL. And essentially, you can use that account to store the credentials in that item. I'm not sure if you have that option with IWA or not. But if it's possible to have both built-in accounts and IWA accounts, then that might be the best solution.

This is a total longshot, but something easy to check/do and is something that Esri support often has me check. Maybe try reindexing Portal to make sure Portal knows everything that does and does not exist.

Oh, I misunderstood. If you have access to the Detect Feature Changes tool in ArcGIS Pro, then it might work. It will detect both spatial and attribute changes based on a UniqueID. https://pro.arcgis.com/en/pro-app/latest/tool-reference/data-management/detect-feature-changes.htm

Ok, I understand. So, if you cannot join on UniqueIDs and you cannot do a spatial join, then I don't see how you will be able to accomplish what you are wanting. You have to have something unique to join on (or spatial join) in order to update your original data. Can you concatenate other fields into a single field that would result in it being unique? Outside of that, I think you're out of luck. I don't see how it's possible to update two "different" datasets without having any sort of UniqueID, or not being able to do a spatial join.

I'm trying to understand the problem. If you don't know which Unique IDs were updated and need to be replaced, then how do you know they even updated them in the first place? In your screenshot, somehow, you know that blue 6101 = yellow 6101. How are you able to determine that currently?

You cannot use WebGISDR on a different version of ArcGIS Enterprise from when the backup was taken. So, if you have a WebGISDR backup taken on 10.9, upgrade to 11.0 and discover services are missing, you cannot use the WebGISDR on 11.0 to recover them. You would have to revert back to 10.9 to recover the missing services. If that happened, something must have gone wrong with the upgrade and would recommend either restoring completely back to the previous version, re-create the missing services, or reach out to Esri support to troubleshoot further.

I'm assuming you're referring to server/VM snapshots? If so, here is how I like to think of it. WebGISDR takes care of backing up ArcGIS Enterprise at the software level. While a snapshot backs everything up at the server level. If you are doing an upgrade and it goes wrong and you have to restore from a backup, a snapshot restore is much easier than dealing with a WebGISDR in my opinion. You just restore the VM(s) and you're done. With WebGISDR, you have to go back to the version of ArcGIS Enterprise you took the backup on (potentially meaning you have to downgrade already upgraded Esri components), and then run the WebGISDR tool. I've done plenty of VM snapshot restores, but not a WebGISDR, so I might be incorrect on that. But that's my understanding of how it works.

No, we never paused the service in server manager. That has never been necessary for us in the past. Although, that is a good idea. I was wondering if other people were connected to the service, which locked it, causing the S123 update to fail and corrupt it. Just a theory, but I can see a world where that's possible.
