Rob, We are aware of this issue and it seems the error is only returned when using the ArcGIS World Geocoding Service or a locator view based on the ArcGIS World Geocoding Service. Here is the number if you would like to track it, BUG-000118837.

Nikhil: The information above does not apply to the ArcGIS World Geocoding Service, it only applies to address locators that you create using the Create Address Locator tool in ArcMap or ArcGIS Pro. You would have to use your own or commercial reference data to build your own locator to be able to use what I've described above.

Kevin: That is correct, you will not see invalid or "ghost' house numbers returned in the suggestions locally in ArcGIS Pro or as a service. The locators that are created with the Create Locator tool in Pro 2.3 should only be published to ArcGIS Server 10.6.1 or later in order to get the best geocoding experience with the locators. The locators are not supported for ArcGIS Server 10.5.1. If you were to publish to ArcGIS Server 10.6.1, you could add the service as an item or utility service to 10.5.1 Portal. You will need to use the Python method I mentioned above to publish from ArcGIS Pro directly to ArcGIS Server, this can be done in the Python Window, a standalone script, or a script tool.

Just to clarify, are you using the Rematch Addresses pane or the Rematch Addresses geoprocessing tool? There are a few options that should get you going. 1. Use the Rematch Addresses pane to review the matched addresses and if there is another candidate available select the candidate and click the green check mark to set it as matched. In the top section of the Rematch Addresses pane you can add other fields from the geocode result to show and maybe that might help in the review process. 2. You could modify the Status field in the attribute table of the geocode result to change it from 'M' to 'U', then right-click the feature class in the Table of Contents and select data > rematch addresses to go through and review those unmatched ones again. The select by Attributes tool can be helpful in selecting certain records you want to change the status of, then using the Calculate Field tool to change the value of the selected records.

What happens when you remove suffix direction from being mapped in the primary table? When you use the Find tool, locations tab in ArcMap and check the box to show all candidates and search for 1245 SW 234TH AVE no candidates are returned?

Daniel: This attribute is found in the default_locators tag in the DefaultLocators.xml file found in the user profile directory as described in the Editing user default locators section of the Setting default locators in ArcMap help topic. Modifying which locators are available by default for a specific user account that starts Arcmap means you must modify the DefaultLocators.xml located in C:\users\[user]\AppData\Roaming\Esri\Desktop10.x\Locators.
