I was referring to the Find tool in ArcMap, I had overlooked you were using ArcGIS Pro. However, in Pro if you turn off the Esri World Geocoder or move your custom locator up in the list on the Settings tab of the Locate pane, you should see the same possible candidates that you would in the Find tool in ArcMap. Also, do you plan to upgrade to Pro 2.3 in the near future?

The 'Match out of range' setting only applies to Find operations and not suggestions. It would be interesting to see what is returned for the '12 Fort Athens 45701' address when using the Find tool with the "show all candidates" option checked. I've often used the Find tool to help see what candidates are returned and what the attributes are of the candidates and their scores. This can help with adjusting the Geocoding options that Joe Borgione pointed out above.

Michael: The Create Locator tool will only be available in ArcGIS Pro and the locators created with the tool can be published to ArcGIS Server 10.6.1 or later, where they can then be used in ArcMap 10.7 as services. The locators cannot be used locally in ArcMap. You can still use the Create Address Locator tool in ArcGIS Pro to create locators that can be used locally in ArcMap, but when published as a service the suggestion problem will still be present.

For ArcGIS Pro 2.3 the parameter 'overwrite_existing_service' was added to the CreateGeocodeSDDraft ArcPy publishing function. Once ArcGIS Pro 2.3 is available you would be able to overwrite the locator service via Python using Pro. Later this week this help topic will include the new parameter. The Full Street Name field is not used for matching during the geocoding process. If the field is mapped the value from the reference data is written out to the geocode result to be used for labeling purposes.
