I would say the answer to your question is no, with an asterisk. What you're seeing is how ESRI implements new features in their web based tools and apps. The first place those features are added is AGOL, then it rolls out to the Develop Editions, and then finally it makes it to Portal. Because ESRI has chosen to slow down the roll out of new features, it will likely be 6 months from the time a feature is released in AGOL for it to also be released in Portal. Example: at last year's UC, ESRI claimed Experience Builder would achieve functional parity with WebApp Builder by the time of the 2025 UC. If this happens, it will be the end of this year before those features roll out Portal hosted EB apps. Sure. The first block of text in my description is this: National Origin of Foreign-Born Populations at the Census Tract Level from Table B05006 of the American Community Survey (ACS). This version is taken from the 2018-2022 5-Year data release. Each value from the census table has three values- the actual count value, a margin of error (MOE) value, and a Coefficient of Variation (COE). The MOE value is used in concert with the count value to explain count variability. If a count for a group of people in a given area is 50 and the MOE value is 10, this means that the true value for that group lies somewhere between 40 and 60, with a confidence value of 90%. The COE is calculated to determine the reliability of the value. This is calculated with a formula that uses the count estimate and margin of error values. If the MOE is under 12% of the estimate, it is considered highly reliable. If it is between 12 and 40% it is considered medium reliability, and anything over 40% is considered low reliability. The total listed in field B05006001 is the total foreign-born population and not the total population of the census tract. That value has been included with the data in the field TOTAL but it comes from a different table: B05001 "Nativity and Citizenship Status in the United States."  The foreign-born population of a census tract can be found by combining the "U.S. citizen by naturalization" and "Not a U.S. citizen" categories found within Table B05001. This number matches the value in B05006001 and so the total population was simply transferred over from Table B05001. Others are far more proficient in 4.x than I am but could it be that you're using event.graphic.geometry.extent which might be treated as a bounding box for the graphic rather than it's actual shape? In the selections that work, you'll notice that there aren't other points located within the square of your selection but if you look at your polygon selection, and use the xmin,ymin.xmax,ymax rectangle of the polygon, you'll see that many other points would be selected based on that rectangular shape. ...
