It looks like you are following the recommended steps -- in Files copying the uploaded basemap file to the Collector folder (Configure Collector > Copy a basemap > Copy the basemap tile package to the device—Collector for ArcGIS | Documentation). And it is getting moved correctly. A couple of things to check: Have you tried restarting Collector? Have you tried using the vtpk in ArcGIS Online or Pro to make sure it is valid? Or you could try adding it to Collector through iTunes. Are you using a location profile other than the default (for example, an external GPS receiver)? If so, basemaps that don't match the spatial reference of the location profile are unavailable.

In Collector, there are some sample maps. Sign out, and then on the start screen pick "Try it?" You'll see a set of maps that you can use in the app. With your map, how did you create the layer that you are able to edit in ArcGIS Online? My guess is that it was created in a way that doesn't create a feature layer.

Yes, if your account couldn't use Collector, you'd see a message about it and not be able to log in. What type of editable data is it? Collector supports feature layers, related records, and ArcGIS Server feature services. If you created a layer of map notes, for example, that won't work in Collector. If you aren't sure what your data is, if you can share the map publicly and put a link here I can take a look.

Hi Wade - For a map to appear in Collector, it needs to have an editable layer as well as be owned by or shared with you (shared through a group). Since this is a map you made, I'm assuming you logged in to Collector as the same user, so I would look at if you have editable data in your map. You might not always have an internet connection when collecting data in the field. Now, not only can you collect data without one in Survey123, but you can also still see the map! How? By taking maps offline with you in Survey123 through ArcGIS Online. It takes a few steps and a few tools, but with Survey123, Survey123 Connect, and ArcGIS Online you can get out in the field and see the maps as you place your data. While Survey123 supports collecting data offline, for a long time we've recommended to K-12 educators that they use a combination of Collector and Survey123 if they need to see their map offline. Not any more! While previously you had to use a separate desktop product (like ArcGIS Pro) to create maps to take offline in Survey123, now you can create them in ArcGIS Online.
