Not sure what exactly your question is. If the title is your question, yes it is possible. You can have a custom infowindow that is completely different to the default one. Just assign it to the inforwindow.

There is a button in your browser window next to the address bar. I don't know if it is going to help or not since I have not had chance playing with the dynamic legend. One opinion (if there really is not other way) is to romove the sublayer from the mapservicelayer in code and to bring in the same mapservicelayer again with only the sublayer.

I think you can use IdentifyTask, you can have multiple returns in an array, and dynamically list them in a popup and let users select the point/record that they want to see. IdentifyTask Example: http://help.arcgis.com/en/webapi/flex/apiref/index.html http://help.arcgis.com/en/webapi/flex/samples/index.html?sample=IdentifySample In the example, it only shows the first result, and in your case, you will need to loot through them and display them.

I assume you are using a custom infoWindow (since you place comboBox and/or dropDownList inside the infoWindow). I did a test and didn't observe the problem that you mentioned here. The only problem I found was that background was transparent. Flex SDK: 4.5.1 ESRI API: 2.3
