I would assume your wall is defined as an asset type in the structure boundary class. Structure Boundary asset types can be assigned the container role, but not be assigned the structure role. Feature restrictions—ArcGIS Pro | Documentation you could create a point that is the wall, attach the device to the wall point and the wall point could be contained in the structure boundary wall.

Reducing the number of feature classes in the UN was done for performance reasons. The UN uses a pair of attributes to define what the asset is, Asset Group and Asset Type. Asset Group in the Electric model follows ANSI C84 standard for equipment (HV, MV, LV). These are Asset Groups. If you look at the editor map, you will notice that some fields are aliased differently by asset group (which is a subtype). Also attribute domains are assigned at the Asset Group (subtype) level and the HV uses a different domain for Nominal Voltage (which is line to line voltage) that MV or LV. The key is too look at the attributes using the editor map.

Personally I would use the Apply Asset Package tool for creating and loading the initial data in to your Target UN. The tool is RDBMS agnostic. I would also start with one of the esri foundation UN models. Once your UN database is setup and loaded, the foundation documentation walks you through the process of enabling, versioning, publishing, etc. The foundation solutions are found on the Esri Solutions site solutions.esri.com

Here is a link or the IEC ElectroTechnical vocabulary site: IEC 60050 - International Electrotechnical Vocabulary - Welcome (electropedia.org) Here is a link to NEMA's standards for Electric Power Standards (nema.org) As for symbology, or symbology is loosely based on IEC Standards. The IEC Standards are not all that great for cartography, so we took some liberties.

Then you would just make the HV to MV transformer a subnetwork controller in the Distribution tier, call it Sub1 or some other name, and keep you the other subnetwork controllers at the circuit breakers in the distribution tier.

In this case you would not need the subtransmission tier. Subtranmission is just like transmission, just a lower voltage, so subtransmission runs between stations, just like transmission. I think you are trying to build a tier inside the substation for the equipment between the transformer and the breakers, is that correct?

The first rule with renaming something is that it's function should not change. For example, a MV Fuse, should remain a Fuse used in MV. In your case, you have a polygon for a station, so that should map to something like StructureBoundary, Electric Substation Boundary, Secondary Station. Next, lets say you wanted to call this a Low Voltage Station, you would find the record in the D_Rename table that has a Property Type = 'Domain Description' and hierarchy1 value of 'Asset_Type_Structure_Boundary_Electric_Substation_Boundary and current_name = 'Secondary Station'. You would then populate the rename column with your new name.

The electric foundation provides the ability to align with CIM. SIMILIX and Safe Software both provide CIM extractors that will reformat the network export data to CIM.
