Can you provide a bit more detail? For example, are you using partitioned or hierarchical? Are you Transmission or Distribution? If distribution, balanced or unbalanced? 500K features per subnetwork seems high. Did you break conductor in to spans?

Many things could cause this. First, are you using a Service or Database Connection? If a database connection, are you on the same subnetwork as the database? If not, this may be the cause. If you are, then what database RDBMS is this? It could be a RDBMS resource issue, such as disk performance, memory constrains, etc. There have been many improvements to this process in more recent releases. It could be this issues has been addressed in current software. Not all of these changes can be back ported. If you are using a database connection, you could try using a current ArcGIS Pro client to see if this resolves the issue.

We keep the attribute rules in a repository found here arcade-expressions/attribute-rules/attribute_assistant at master · Esri/arcade-expressions · GitHub. We have done this because of the impact of any model modification to attribute rules.

In the Utility Network, if you enable "Include Structures" on the subnetwork definition, then when update subnetwork is run, the subnetwork name field will be populated with all the subnetwork names that this structure is associated with. The only other thing you would need to do is create a junction feature on the line and then create a Structural Attachment association between each junction and the pole. This would be a way to obtain the same information as your previous relationship class using standard utility capabilities.

In the Utility Network, using the Electric Foundation as a model, you would place a ElectricJunction feature, probably a MV Attachment Point on the line where each pole is located. Then create an attachment association between the ElectricJunction you created and the StructureJunction Pole feature. Then when you select your pole, you will see everything it is attached to, even if multiple circuits. If you want each wire associated to the pole, then you would need to create an Electric Junction feature placed on each wire.

RDMBS replication for a UN would very difficult to configure. I doubt it would be successful. The Esri Solutions tool, Utility Data Management Support (UDMS) contains a tool named Export Reporting Data. This tool will copy data from a UN to an Enterprise Geodatabase and create views with joins to the associations table so you can build views, for example from devices to structures. These views can be setup one time and then you can execute Export Reporting Data daily replacing data in the target database without affecting the views. Then you are able to run SQL type queries against non-versioned data (as the versions are not copied out). Let's take an example. I have a pole, that pole has no related joint use records. I create my version and create a joint use record for this pole, and I also update the pole-class. Before I can post my version, some updates the pole, say height. Now, when I reconcile, I get a conflict on the pole and the new related record. When it's just one update like this, it's pretty easy to fix. However, when many things are updated and in the conflict list, it gets very complicated very quickly.

You have three options, each with pros and cons. The StructureJunctionObject will increase the size of the associations table which will impact the time of enable topology and disable topology. There are other potential impacts to things like validate, export subnetwork to name a few. The geodatabase related table method avoids those issues, but introduces new issues. The relationship can lead to false or confusing conflicts and the user interface for geodatabase relationships leaves a bit to be desired. The third option is to make the jointuse table a related table only in the map, not using a geodatabase releationship class. This avoids the conflict issue and actually provides a better UI experience for the user. The draw back is you must manually create the record in the joint use table and copy and paste the GLOBALID from the pole to the joinuse record. This could be done with an addin.
