Prestige,     What the tempdefault element in the config file controls is the temperature label that is placed on the map. So if you set it to c the temperature label at the specific weather observation will be displayed in celsius. If you are not seeing this result I would try clearing your browsers cache. I would try opening the map service and giving your layers aliases and then republishing and clearing your rest service cache and try again. ... View more
