I rarely use SQL for "Map-only" applications, as the performance of the geography/geometry data-type is horrible. For your application, consider some Python magic that exports your SQL to a FGDB (perhaps nightly), then hang your map service(s) off the FGDB. You could also do something similar where a hosted service on AGOL is updated nightly (or hourly) with data from your SQL instance. I'm familiar with the scratch and current workspace parameters...what I need to be able to do, is have a tool, let's say something as simple as "Create Feature Class" run against the default project geodatabase, without the user having to identify where or what that geodatabase is. Example, a user creates a new project in C:\GIS\USERNAME\SASQUATCH\2018, and the default geodatabase that is created when the project is created is named "MyProject2039.gdb", when the user opens the custom tool I've made, the only choice they have is what to name the feature class. I've solved this problem by using Task Scheduler to overwrite the HFS, which avoids the multiple people sharing one account violation (of ESRI TOS). I may be wrong, but it is not possible to make schema changes while ArcGIS Server has an instance open on the feature class, despite unchecking "Maintain Schema Lock" on the service properties. You may have to consider a workflow that does not involve use of ArcGIS Server, or plan your schema changes during times of no or low service use.  ... View more
