Wow, Ok thanks @valenj88 . I would have expected any defect with the collaborations to have shown itself back in June, after the last ArcGIS Online update. Instead, it shows up sometime last week, probably August 9? I'm guessing a bit on the date as I've been using the python API to pause and resume syncs so that they run weekly (as opposed to daily). Something happened with the AGOL hosts or something. Lots of things have been flaky for a few weeks now.

Guess I spoke too soon. The collaboration I tested above only contained an old web app builder app in the group. I'm now trying to sync a collab/workspace/group that contains my portal hosted feature layers (sending by reference to our agol host) and it is timing out. It's been 'In Progress' for like 20 minutes now. Not too sure what to do now, except wait for esri to fix their problems.

Yeah, mine time out after like 2 hours. The good news is is that I deleted one of my collaborations, leaving the content in place in my receiving agol host. I re-created the 'by-reference' collaboration, with the same existing groups on both sides, then did the 'accept invitation' in portal, the 'accept response' in agol, then joined the workspace. I set a new sync time a few minutes ago and the sync was successful. @TL2 @valenj88

Yes this began happening to me as well on Saturday night for all of my 'by-reference' collaborations, where agol is our host and portal at 11.3 is the guest that sends content to agol 'by-reference'. We've been dealing with TS Debby and so haven't had a chance to dig into this yet I am not running any 'as-copies' collaborations, so for us, the cluster should not matter, but we are on services3. Yes, as before, after a collaboration fail, the replication packages are left behind. In my case, I have 8 thus far. In the past, I too would remove the packages and allow the replications to run again by schedule - but this time this is not working, they are failing again. My only option now is to delete and recreate the collaborations, but that does not come without risk - the primary one being if the new collaboration does not work, I will have to remove the reference layers from the agol group and try and have the collaboration re-send the portal hosted layer references. And although the layer ids should stay the same, you never know how. I would tag you guys but the '@' doesn't seem to be working at the moment either.

I am experiencing the exact same issue with the current ArcGIS Online Experience builder. I have a webmap that contains a hosted feature layer, many image layers, and 2 Digital Elevation Model (DEM) layers. The image layers are sourced from image services created from mosaic datasets. The DEM layers are sourced from image services, but created from simple raster datasets so that I can take advantage of the raw pixel value to display in my popup. As with @AnninaRupe1 , the popup will display the info from the hosted feature layer, and the popup indicates the DEM. But no popup will remain on screen for the DEMs. Just a spinning gif that then disappears. The webmap has no issue displaying the popup from the DEM. This behavior seems fairly recent, within the last few weeks or so. Late reply on this, but I had this occur with the Hosting Site for ArcGIS Server when upgrading from 11.1 to 11.2 where upon install/upgrade of ArcGIS Server, the install did not create the ArcGIS Server Windows service. Here was my post on that issue: https://community.esri.com/t5/arcgis-enterprise-questions/arcserver-hosting-site-11-2-won-t-create-the/m-p/1361752#M38015 In my case, an uninstall - reinstall did not work. We rolled back to 11.1. Before we tried to upgrade to 11.2 again, we moved all of our VMs in our distributed deployment from Windows Server 2016 to Windows Server 2022, then installed 11.1 on the new 2022 servers and used the join site method to migrate. Then I upgraded to 11.2 without issue. So we never did really narrow down what happened, why it would not work. When I upgraded to 11.3, I was able to work with our security team to allow us to suspend the virus scanning during the upgrade and post-upgrade steps, greatly decreasing upgrade time.

Hmm, I'm not finding that. I went into my AGOL public ExB's and enabled the new popup positioning, made sure my maps were set to enable client-side querying and no problems.

This is definitely related to - if not the same issue - I posted about here: https://community.esri.com/t5/arcgis-enterprise-questions/11-2-upgrade-instant-apps-config-won-t-come-up/td-p/1404024 For us, support was able to work with me on some back-end fixes in the portal's gwdb to restore the missing language content. Others were missing more than just language, some were basemap content as well: https://community.esri.com/t5/arcgis-enterprise-portal-questions/basemaps-unavailable-after-upgrading-to-11-2/td-p/1414057 And I assume that this is why the bug does not yet have a fix, as there seems to be more than one issue. During the upgrade from 11.2 to 11.3, I was able to convince our security team to temporarily suspend active virus scanning during upgrade and post-upgrade and that really helped speed things up (from 3-4 hours for a portal upgrade to 45 minutes). Same for Server and Datastore.
