I've found this WMS that seems to be related... http://www.fema.gov/library/viewRecord.do?id=3292 The URL you add to a web map is this: http://hazards.fema.gov/wmsconnector/wmsconnector/com.esri.wms.Esrimap/NFHL? If you add this to a web map, it will display over the imagery basemap, which supports GCS_WGS_1984. The reason why you're probably not seeing any data when you make the WMS the basemap is because none of the layers are 'turned on' by default in the WMS. The reason you are seeing the error message is because the WMS doesn't support Web Mercator. You can "GetCapabilities" of the WMS to see what coordinate systems it does support. Web maps use the basemap to define the coordinate system of the map. Thus, by setting the WMS as the basemap, the web map will assume the coordinate system of the WMS. Any layers you subsequently add to the map must support the coordinate system of the WMS. I'm not sure why the features aren't being drawn. Can you share the URL to the WMS? Thanks, Mike ... Here's a help topic that should help http://help.arcgis.com/en/arcgisonline/help/#/About_adding_data_layers/010q0000009v000000/ The important section on web map size is this: Large amounts of data in a layer or the map may affect the performance of the map. For example, you may lose the map you are working on if you navigate away from the map viewer when the web map is too big for your browser to cache (generally, bigger than 2.5 MB, except with IE7 [64 KB] and IE8 [530 KB]). To help prevent this, sign in before you start working and periodically save your map, especially if you add a large amount of data. (Tanya, I found a map of yours that is 14mb!) The 1000 feature limit isn't really a layer limit, but a whole map limit. The numbers of features you can actually draw varies based on the complexity of the geometry of the features. For example, drawing 1000 points is just 1000 points. However, drawing 1000 lines, each with 100 vertices requires the browser to draw a lot more. Different browsers have different abilities to draw features. A few post point to adding 25 layers and even 76 layers. Realistically, this is way too many. The solution is to instead create a service out of your data. If you have ArcGIS Server, you can do this now. The coverage at a given scale varies across the basemaps and within a given basemap. Typically, you can zoom in more to major metropolitan areas and less in rural areas. Here's an excerpt from the description of our World Topographic basemap. The map provides coverage for the world down to a scale of ~1:72k. Coverage is provided down to ~1:4k for the following areas: Australia and New Zealand; Europe; Canada; Mexico; United States; parts of Southern Africa including Botswana, Lesotho, Namibia, South Africa, and Swaziland; and parts of South America including Argentina, Brazil, Chile, Colombia, and Venezuela. We updated the website on Wednesday and CSVs by reference no longer work in the templates and embedded maps. We are working on a fix and will release it by the end of next week. You can't add a layer package to a web map. This will not change. What you can do is add a shapefile or CSV directly to a web map. From the arcgis.com map viewer, click the Add menu button and add a layer from a file. You can upload a shapefile with roughly 1000 features in it (it depends on the geometry of the features). You'll be able to symbolize the shapefile from the web map. If you want to upload larger datasets, then your option is to purchase a subscription to ArcGIS Online.
