This amount of data is too large to upload and display in its native format. Instead, you need to create a service from your data. Currently, you can use ArcGIS Server to do so. In the near future, you'll be able to purchase a subscription to ArcGIS Online that will allow you to create services hosted in ArcGIS Online. I looked at that shapefile and you won't be able to add it as a layer to the web map because it's too big. You can only add shapefiles with about 1000 features in it. I don't know exactly how many features are in the shapefile, but it is 15MB in size, which right there is a good indicator it's too big. Probably any file over a few MB in size would be too large. I downloaded a few others and noticed a few things that could trip you up when trying to add then to the web map. I found one zipped shapefile that didn't contain a 'prj' file within it. This is a required file that defines the coordinate system of the shapefile. Zipped shapefiles can have no folder hierarchy inside them. The one you wanted to add had a hierarchy (i.e., the shapefile was contained in a folder inside the zipped archive). I had to extract all the files first then create a new zip file without the hierarchy. So, the likely question you have is how do you display your data over the web map? Currently, you need to host the data using ArcGIS Server. In the near future, Esri will be introducing organizational subscriptions to ArcGIS Online, which will allow you to host your data in our cloud. However, what can one do with it after that? You can download the Service Definition but nothing else unless you have ArcGIS Server, right? So what I'm getting at here is much like how we can currently instantly create a hosted feature service under My Content on ArcGIS online with a Shp or CSV file, it would be even better if we could do this with a Service Definition File. This is how it works with a subscription... When you upload a SD file from desktop with a subscription, you can create a hosted map service and feature service. Once created, these services can be used in web maps or via a direct connection to the service. The tiled map service provides almost the same functionality (except query, dynamic mapping) as a tiled service on your own ArcGIS Server. It's the same with Hosted Feature Services... Mike

The service was retired on April 17th due to low use and a misalignment with what the service was named and the actual data it delivered. The data delivered was a ratio of the estimated daytime population to nighttime population???in other words, you had to do your own math to get an actual estimate of daytime population.
