If you perform a truncate and append process without modifying the table schema, then this operation can be done while the service is running (Recommended solution). Is the service running in AGOL or Portal as you could you use the python API to stop the service with a minimal amount of code: https://support.esri.com/en/technical-article/000019994 The python code sample stops services in the root ArcGIS Server directory, so the code would need to be modified to access services in child subfolders. ... Have you considered looking at 3rd party vendor solutions designed specifically for this issue?  I would look at GeoJobe especially if this is a time consuming task for GIS personnel at your org as AGOL and Portal mature and there is a good deal of content. ... View more

How do you know which SQL Server Native Client ArcGIS is using if you have multiple Native Client versions installed on your computer? I ask because I do not see any reference to a SQL Server Native Client in the Path environmental variable like I would see for an Oracle Client where order in the Path environmental variable is important in determining which Oracle Client is being used? ...
