Adding basemap prevents zoom redraws

Adding any basemap to a map document causes map zooms to be delayed UNTIL panning performed. Problem worsens with subsequent pans until even pans quit working.

Removing the basemap does NOT correct problem (and basemap remains on screen)

Starting a new map document does NOT correct the problem

All basemaps cause the problem

Redraw has no effect at all

All zooms delayed until pan...extents, zoom layer, zoom in zoom out, map scale....

Even if Basemap is the only data in the document, the problem exists

Hardware acceleration does NOT improve or worsen problem

Only way I've found to solve problem is restart ArcMap

Other mapping applications (Google maps, Caltopo, OpenStreetMap) run flawlessly

ArcMap 10.6.1, installed ~ 2 weeks ago, newbie user

Windows 10 Home

Lenovo Laptop, I5 processor, 8MB  DDR4 memory, NVIDIA Mx130 graphics with 2GB GDDR5

item #5 was the successful workaround.  So adding a basemap via GIS server connection.  Unknown why the "add basemap" approach didn't work
