Tool cannot be found and executed in Task Assistant Manager

i am trying to integrate Task Assistant Manager in my workflow. so i created two custom geoprocessing tools  (one is a model and the other is python script). they work find when opened independently from ArcMap. however, when i added them to my step in the Task Assistant Manager and tried to run them i got this error
"Warning! the tool associated with this step cannot be found and executed."

The steps fail to execute because the layers or other elements needed for it to run successfully is not available in the map where you are authoring this step. When authoring a task assistant, it tries to execute the step if you do not disable the setting on the task designer.
