Simply it’s the model. When you publish the service set the Z default to 0 as per the doco and then you don’t have to worry about it. All you need to do is to ensure everything is separated enough in XY.

@RaghavGupta Anthony nailed the answer, Raghav. You will notice this at times in the utility network. To help them build in much of the automation and other rich out of the box content while still being useful to such a broad audience ESRI is forced to sometimes make a field like Z values mandatory. If there are mandatory fields not needed for your deployment you can set them to a value say '0'. I would not suggest NULL as allowing NULLS may cause issues later.
