I had a similar error when was trying to create a map from the Gas and Pipeline Data Management for ArcGIS Enterprise Feature Service (with Location Referencing enabled). In the initial map I added layers from the ArcGIS Utility Network and ArcGIS Pipeline Referencing (Gas PDM v1.1), then applied symbology for Gas Utility Network layers (i.e. exported Layer from the Gas Utility Network map and then imported Symbology in the respective layers of new map). Finally, I published a new Feature Service to the Portal (ArcGIS Enterprise 10.8.1, Pro 2.6.2). I got the exact same error "The value type is inconsistent with other associated value types..." when was trying to add the above feature service to a new map.
Researching the issue, I found this post. Based on a tip from Paul, I have re-created the map and published the feature service with the default symbology (as created by adding layers from the Catalog database connection to the Map). Publishing with the default symbology resolved the error, I can now add the feature service to a new map. Thanks for the tip.
However, accessing this feature service from 3rd party applications (like WMS capability) shows the "default symbology"), so I would like to understand how the error can be troubleshooted and resolved so I could re-publish the service.
