This might not be possible with the built-in settings, unless you were to create a separate index layer. Doable with the arcpy.mp, though. I have a similar process for generating separate map series outputs for subdivisions.
You'll need your layout and map series already configured first, but once those are ready, you can follow a process like this:
- Query distinct values from desired "series" table. In your case, "neighborhood".
- For each value in the neighborhood field:
- Set the definition query on your layers to only be those features with a matching neighborhood value
- Export a single-file map series, using the neighborhood value as the file name
I will leave it to you to explore that option if you decide to pursue it. It may be a bit of trial and error, but it's doable.
